⚠️ Important: Grace Period Notice
A 90-day grace period was granted from April 1, 2026 for importers who had already opened Form M and entered into irrevocable trade agreements before the circular's effective date. This grace period expires in late June 2026. After that, no exceptions.
The 17 Newly Prohibited Categories (April 2026)
The following goods are now banned from importation from countries outside ECOWAS member states:
1.Live or Dead Birds including Frozen Poultry
HS Codes 0105.1100–0207.2600. Exception: hatching eggs of grandparent stock for research/breeding only.
2.Pork and Beef
HS Codes 0201.1000–0210.2000.
3.Birds' Eggs
HS Code 0407. Excluding hatching eggs.
4.Refined Vegetable Oils and Fats
HS Code 1507–1516. Excluding refined linseed, castor oil, olive oil, and hydrogenated vegetable fats. Crude vegetable oil is NOT banned.
5.Cane or Beet Sugar (retail packs)
Solid form with added flavouring or colouring matter. HS Code 1701.91–1701.99.
6.Cocoa Butter, Powder and Cakes
Including fat and oil of cocoa and natural cocoa butter.
7.Tomatoes (whole, pieces, paste, concentrate)
HS Code 2002. Includes tomato ketchup and sauces.
8.Waters and Non-Alcoholic Beverages
Mineral waters, aerated waters with added sugar or flavouring. Excluding energy/health drinks (e.g. Power Horse, Red Ginseng).
9.Fruit Juice in Retail Packs
HS Codes 2009.11–2009.90.
10.Beer and Stout (bottled or canned)
All formats.
11.Bagged Cement
From non-ECOWAS origins.
12.NPK Fertilisers
Mineral or chemical fertilisers containing all three elements: nitrogen, phosphorus, and potassium.
13.Soaps and Detergents (retail)
Household soaps and detergents intended for retail sale.
14.Corrugated Paper, Cartons and Boxes
Made from corrugated paperboard.
15.Hollow Glass Bottles (over 150ml)
Carboys, bottles, and flasks exceeding 150ml capacity.
16.Flat-Rolled Steel Products (corrugated)
Iron or non-alloy steel, 600mm or wider, clad, plated or coated — corrugated.
17.Ballpoint Pens and Parts
Including refills. Excluding pen tips.
Absolutely Prohibited Goods (Permanent — Unchanged)
In addition to the trade prohibition list above, NCS maintains a separate list of goods that are absolutely prohibited regardless of origin — these have been in place for years and were not changed by the April 2026 circular:
- Counterfeit currency and coins
- Narcotic drugs and psychotropic substances
- Firearms and ammunition (except under licence)
- Materials likely to cause religious offence
- Second-hand mattresses
- Piece goods and textiles bearing Quranic inscriptions
- Used motor vehicles over 15 years old (from manufacture year)
The New Green Tax on Vehicles (2026)
The April 2026 circular also introduced a 2% green tax surcharge (excise duty) on motor vehicles with engine sizes of 2,000cc–3,999cc and 4,000cc+. This is applied on top of the existing 35% import duty and 35% ECOWAS levy for new vehicles.
Vehicle import tariff reduction: The 2026 fiscal measures also reduced import tariff on fully built passenger vehicles from 70% to 40%, in a move to improve vehicle affordability in Nigeria. This is a significant change for car importers.
What Happens If You Import Prohibited Goods?
Unlike under-declaration or HS code errors — which can sometimes be resolved with additional payments — importing prohibited goods results in permanent seizure. The NCS does not release prohibited goods. You lose:
- The goods themselves
- All shipping and freight costs
- All customs agent fees already paid
- Potentially face legal prosecution under the Customs and Excise Management Act
How to Check Before You Order
Before paying your supplier for any product category, check:
- The NCS Import Prohibition List at customs.gov.ng
- The Nigeria Trade Portal at trade.gov.ng (for general guidance, though not live customs data)
- Your HS code against the current tariff schedule
- Whether your supplier's country is an ECOWAS member (the 2026 bans apply to non-ECOWAS countries)
